Federal Access Services

Birnbaum Interpreting Services has provided sign language interpreting and captioning services for the federal government since we signed our first contract with the National Oceanic & Atmospheric Administration. Since then, we have worked on hundreds of federal contracts. Current contracts include:

  • White House Office: BIS provides both Onsite & Remote ASL & CART services for the White House—including press conferences for POTUS, events at the Rose Garden, and much more.

  • Internal Revenue Service: BIS provides onsite sign language interpreting for over 300 IRS Taxpayer Assistance Centers nationwide.

  • United States Citizenship & Immigration Services: BIS is currently servicing four contracts to provide onsite and video remote interpreting for up to three USCIS locations.

  • United States Department of the Navy: BIS serves two NAVY contracts, in Philadelphia and Norfolk, providing Onsite & Remote ASL services.

The contracts above represent a small fraction of our federal client portfolio. Our integrated coordination system has a database of over 2,000 certified interpreters across the country. We are always able to onboard more clients at rapid pace without sacrificing our standard of excellence.

Federal Relay — VRI & Remote Captioning

In spring of 2021, Federal Relay’s Contracting Officer’s Representative (COR), Craig Bikowski, hosted a seminar outlining the divestiture of their contract with Sprint. By February 2022, each federal agency would enter individual agreements to provide video remote interpreting and captioning services for their Deaf, Hard-of-Hearing, low-vision, and Spanish-speaking constituency.

BIS CEO, Brian Birnbaum, led the charge in scaling our VRI and remote captioning services to meet the potential demand of the United States federal government—which employs tens of thousands of Deaf and HH individuals. BIS would onboard over a dozen agencies in a matter of months. Despite starting several contracts mere days, if not hours, after signing the awards, BIS succeeded in filling every single request.

Since March 2022, BIS has been providing over 75,000 minutes of FedRelay services per month for the following agencies and federal contractors:
