BIS provides top-tier interpreting services and accessibility solutions to public institutions, businesses, universities, schools, media, events, and nonprofits. From the boardroom to the classroom, our services break down barriers and create seamless communication between Deaf/HoH individuals and the communities they engage with.
Founded in 1995 by David Birnbaum, a prominent advocate for the Deaf community, BIS was created to provide a comprehensive response to the needs of Deaf and HoH individuals under the Americans with Disabilities Act (ADA). At a time when most Deaf access agencies were operated by hearing individuals, BIS set a new standard by being Deaf-founded and CODA-operated.
Today, BIS continues to be led by David’s son, Brian Birnbaum, who brings a passion for Deaf access and a commitment to using innovative technology to empower clients. Through their leadership, BIS has become a trusted partner for organizations seeking to ensure that Deaf and HoH communities can access equal opportunities and full participation in society.
At BIS, we do not just meet legal requirements. We go beyond them. Our commitment to accessibility is rooted in the belief that every person deserves to communicate freely and equally. By prioritizing transparency, trust, and quality, we help rewrite the story of Deaf access in our communities.
We understand that navigating Deaf access can be complex. Many of our clients come to us seeking guidance on how to improve their accessibility programs and ensure they are providing the best communication support possible. BIS is here to mentor you through this journey with clear, compassionate, and professional advice.
Whether you are looking for basic sign language interpreting or advanced tech-driven accessibility solutions, BIS has the expertise to ensure your organization or event is fully accessible to Deaf and HoH individuals.

Birnbaum Interpreting Services (BIS) is dedicated to equal communication access by providing the highest quality interpreting and related services, while maintaining a strong rapport with organizations serving the Deaf, hard-of-hearing, and hearing communities.
My father started this business to ensure that no one would have to feel as he did growing up with out proper access services. Birnbaum Interpreting Services continues this aim, providing access services of every kind for Deaf, Hard-of-Hearing, and Foreign-Language speaking individuals.
The BIS staff consists of full-time coordinators, schedulers, and full- and part-time sign language interpreters, captioners, and other accessibility resources within the area and region who are governed under the Registry of Interpreters for the Deaf (RID), National Court Reporters Association, and their subsumed Codes of Professional Conduct. We maintain a database of sign language interpreters, captioners, and other accessibility resources throughout the U.S. Our administrative team consists of Deaf, CODA, and culturally native staff, as well as certified interpreters and captioners. Thanks to our extensive experience and the fact that we are a Deaf-founded and CODA-operated company, we have comprehensive knowledge of the needs and expectations of the Deaf community.
BIS hires interpreters, captioners, and other resources who have been certified by RID, NCRA, and the nationally recognized certifying bodies of other respective services. Ongoing training, along with close supervision and support from administration, keeps our resources among the top in their field. Our staff interpreters hold a number of degrees in the fields of interpreting, sign language, and Deaf culture, from undergraduate and master’s to PhD and even professorial experience.
At BIS, an exemplary staff, flexible ideology, and a multidisciplinary philosophy combine to create a solid working relationship with our clients based on honesty, integrity and confidence. It’s a powerful team approach that assures rapid response, unwavering ethical commitment, and accurate communication with the people you want to reach.
