David, CEO and President of Stuart B. Consultants, Inc. and its subsidiary, Birnbaum Interpreting Services, is a leading deaf entrepreneur with over 20 years of management experience. Deaf since birth, David received his Bachelor of Sciences (Mathematics and Computer Sciences) from Gallaudet and his Master's Degree (Mathematics and Computer Science) from Johns Hopkins University. In addition to his business expertise, David is highly respected in the world of academia as an Adjunct Professor in the disciplines of Computer Sciences and American Sign Language, in addition to being an accomplished writer and widely sought public speaker throughout the country. In February 1995, David broke new ground by launching BIS, one of the only deaf-owned and operated sign language interpreting companies in the nation. He has built a corporate team that is on the cutting-edge of quality service delivery.

Katrina is a nationally-renowned and nationally-certified sign language interpreter, and has demonstrated enviable management and people skills. In addition, she is a child of a deaf adult(s) (CODA) and has been using ASL her entire life. In demand for her wealth of experience as a consultant at the local, state, and federal government levels, Katrina has been working in the field of disability advocacy for 16 years teaching and training individuals in independent living skills, accessibility, and advocacy. Having started as a community interpreter, Katrina’s career quickly progressed and saw her transition to the corporate side of BIS. Now, as the Executive Vice President, Katrina has many roles and responsibilities, including managing several multi-million-dollar contracts, supervision of the operational aspects of community interpreting, and ensuring a holistic approach to assignments that includes contractual obligations, client requests, interpreter location, and skill match among other criteria. Under Katrina’s oversight, BIS has consistently produced an average of 6,000 hours of interpreting per month. Additionally, she is responsible for the oversight of VRI call centers, and the implementation of new and cutting edge technologies in VRI.

A Maryland native and true Renaissance Man, Chris has been with BIS for over 15 years. After earning a Bachelor’s degree in Psychology from Towson University and shifting gears from a position as a Crisis Counselor, Chris started out as a coordinating assistant with BIS in 2000 and quickly moved up to become the office manager and then primary coordinator. To date, Chris has absorbed several positions and in addition to providing the primary coordination of all sign language requests in the local DC metro area 24/7/365; He also provides general IT support including the maintenance of our Online Scheduling System. Furthermore, Chris provides support with regard to Business Development and prepares our response to requests for proposals for sign language interpreting services.

Connie Weis Anderson, NIC, National Operations Manager

Connie is a nationally certified sign language interpreter and a child of deaf adults, as well as the sibling of two deaf adults. Like most CODAs, she learned sign language before speaking English. Connie has been with BIS for more than eight years, starting out as a Video Relay Service interpreter and later transitioning to VRI. Her passion for BIS and her talents have moved her up within the company to her current position as Operations Program Manager. Some of her responsibilities include filling nationwide on-site, VRI, and spoken language jobs as well as managing operations aspects of the VRI business line, being the Facility Security Officer, and working in the community as needed.

Brian grew up in the Baltimore area, went to college at the University of Maryland, and gained his Masters in Fine Arts from Sarah Lawrence College. He is also a Child of Deaf Adults and learned to sign well before ever speaking his first word. After spending his summers throughout high school and college working for BIS, he is happy to be working full time. He started out in coordination before transitioning into operations development, looking to expand BIS’s presence northward into the Tri-State area.

Houngnapha, or Hounie as she is known, has over 18 years of experience in the mortgage banking/real estate industry. She owned an accounting firm with her husband prior to joining the BIS team. Hounie worked at an accounting firm for a couple years in their Accounting and Audit department and is currently enrolled at the College of Court Reporting for stenography and CART classes. That profession is on hold right now since she loves what she does at BIS! Outside of the office, Hounie is a real family person, spending her quality time with her loved ones.

With over 20 years of bookkeeping/accounting experience and after graduating with 2 degrees – an AA degree in accounting and an AS degree in computer information systems in Florida – Thiry moved to Maryland in June 2004 and joined the BIS family. Starting out as an outreach specialist and eventually as a coordinator assistant in 2005, Thiry joined forces with the accounting department in 2006 as an accounting clerk. Outside of BIS, she considers her husband and family as the most significant priority in her life.

Kathy was born in Washington, DC and grew up in Northern Virginia, where she currently resides. After earning her B.A. in Art History from the University of Mary Washington, Kathy worked for a number of years at the Library of Congress and law libraries, and then began working at the Gallaudet Library in 1988 where she became immersed into ASL. Originally studying to be a Social Worker, Kathy switched careers and began interpreting in 1992. She has always loved languages and interacting with people, so it was a natural fit becoming staff at BIS in 1997 and a staff supervisor in 2004. Kathy tries to make interpreters’ jobs easier and ensures they feel appreciated and encouraged, and considers it a joy! Friends often tease her that she is an avid list maker and wouldn’t recognize her without paper and pen nearby.
